Taxi and hire car zones

From 30 June 2014, Victoria's current system of taxi zones will be reduced from over 100 zones into four new zones. These are:

  • metropolitan
  • urban and large regional (urban)
  • regional
  • country.

Taxi zones

The new zones allow taxis outside of Melbourne to work across a broader geographic area, in reaction to public demand.

This system will provide new opportunities and flexibility for taxis particularly in non-metropolitan areas. Taxi operating conditions and fares vary between zones.

The new zones system will also determine:

  • the annual fee for new taxi and hire car licences
  • what fare structure may be applicable in taxis
  • the driver accreditation requirements that may apply.

The following table summarises where taxis will be able to operate depending on their zone:

Type of vehicle

What they can do

Metropolitan taxi

  • Accept rank and hail work within the metropolitan zone only.
  • Pre-booked work to or from anywhere in Victoria, except for any journey where both the pick-up and drop-off are within the urban zone.

Urban taxi

  • Accept rank and hail work within the urban zone only.
  • Pre-booked work to or from anywhere in Victoria, except for any journey where both the pick-up and drop-off are within the metropolitan zone.

Regional taxi

  • Accept rank and hail work within the regional zone only.
  • Pre-booked work to or from anywhere in Victoria, except for any journey where both the pick-up and drop-off are within the metropolitan or urban zones.

Country taxi

  • Appect rank and hail work within the country zone only.
  • Pre-booked work to or from anywhere in Victoria, except for any journey where both the pick-up and drop-off are within the metropolitan, urban or regional zones.

Hire cars zones

Under the new zone system, the current system of two hire car zones – metropolitan and country – will remain in place, with the exception of the following locations that have been incorporated into the metropolitan hire car zones:

  • Geelong
  • Ballarat
  • Bendigo
  • Mornington Peninsula.

The metropolitan hire car zone corresponds to the metropolitan and urban taxi zones and country hire car zone corresponds to the regional and country taxi zones.

Country hire car
